Janet, I've come across this problem before, even with Microsoft's own software interacting with outlook. It's never been so persistent to cause me a problem however. As I understand it having a piece of software to respond to the message would compromise outlook security since a malicious program could take advantage of it (presumably the software can't distinguish the source of the request). As I understand it though there is a way to disable (or at least downgrade) the security features in outlook, this would again however compromise security but with the right AV & spyware protection in place the risk should be negligible. I will post details of how to downgrade outlook security if I can find anything. (good idea with the validation code btw)
